The Fair Housing Act applies to facilities. This NYT article by Paula Span documents how the federal government is enforcing individual rights to reasonable accommodations. Long-term care facilities can create barriers to socialization, depending on the status of the residents - independent living vs. nursing units. It is suspected that, in an effort to market to the 'young-old', certain areas were not welcoming residents needing more care.
